The vision

Paga Hill Estate will transform this spectacular destination into a place for locals and visitors to live, work and be entertained. Not only will Paga Hill Estate be an iconic destination for visitors, it will be a place for locals to enjoy. With beautiful public gardens, cafés, restaurants and shops, people from all walks of life can stroll along the vibrant waterfront promenade and enjoy access to the various precincts within the Estate.

Precincts

As a mixed-use development, most buildings within Paga Hill Estate will provide retail and parking space on the lower levels, followed by offices and apartments on the middle and upper levels.

Full planning permission has been secured for a range of uses including hotel, residential commercial office, cultural and retail uses, amounting to almost 500,000m2 of gross floor area and spanning 25 underlying titles. This approved master plan comprises seven key precincts and surrounding road infrastructure as outlined in the table.

Design principles

The design of Paga Hill Estate is governed by three guiding principles: inclusive, connected and landmark. Their bold pursuit will make for a vibrant focal point for everyone to enjoy, providing seamless access between zones, presenting a new and progressive image of PNG to the world.

Inclusive Leveraging its natural position on a point, Paga Hill will move away from the gated communities now commonplace in Port Moresby, establishing itself as truly inclusive – a focal point for Paga Hill residents, city residents, tourists and visitors alike.

The site will be one for all to enjoy, a vibrant hub and focal point for the city, and more importantly, an icon of a modern and progressive PNG.
Connected Within a 500 metre radius, residents and visitors will be able to connect with the full range of spaces and activities on offer.

Connected to the waterfront – whether it be strolling along the promenade from the city centre all the way around to Ela Beach, directly accessing the Estate via one of its marinas, or enjoying the spectacular views on offer, people will be able to connect with the waterfront like never before.

Connected to the world – with a planned cruise liner terminal and on-site hotels, Paga Hill will be a destination for tens of thousands of international visitors. World class shopping facilities will connect residents to global brands, providing a premier retail experience.

Connected to culture – with a Cultural Centre showcasing PNG’s 22 provinces, Paga Hill Estate will connect visitors to local and outlying PNG culture.
