A casino is part of Paga Hill Estate SEZ's broader strategy to generate a broader base of increased tourism, triggering a more diversified local economy that will have varied and sustained economic impacts. In addition to safeguarding the local community, Paga Hill Estate SEZ’s casino will be a major contributor to local causes, providing 30% of all gaming revenue back to the Government, which includes a Community Benefit Levy, funding grass roots activities and social programs.

Just like Radisson will operate the hotel atop Paga Hill, the casino will be run by a suitably capable, credentialled and experienced operator.

Gaming elements of Paga Hill Estate's casino will always target foreign nationals and tourists. Replicating the Singapore model, a cost-prohibitive barrier will apply to PNG locals.

A satellite (temporary) facility is a proven means of testing the market, informing plans for an eventual permanent facility, as well allow international tourism operators, including cruise liners, to feature Port Moresby in their plans.

Casinos are a proven means of both attracting and prolonging international visitation. A casino will be part of Paga Hill Estate SEZ's broader tourism strategy to attract a broader base of increased tourism to PNG.

PNG attracts a fraction of the international tourism of its neighbours. The missing links are tourism infrastructure, including attractions like a casino, together with an image of PNG that overcomes longstanding negative perceptions. Paga Hill Estate SEZ is pursuing all these things.
